Open Cities appeared with the intention of enhancing the communication between the Central Government and town councils to introduce Electronic Administration services.

Open Cities provides town councils with the possibility to manage their employees and citizens by making use of access through electronic ID cards. Its intention is to be able to process electronically any aspect regarding the local administration, on behalf of both users as well as the people in charge of the management.

A project backed by the authorities
Open Cities has been developed under GPL license in compliance with the project launched in 2005 and funded by the Spanish Ministry of Industry, Tourism and Commerce. It works by installing the software on a server, therefore its interface can be accessed rapidly, by any user regardless of his/her location. The security and interoperability of the software is guaranteed by the official standards met by the application's design.
