What's it for?
If you're not familiar with the development of applications, this application is not for you as you probably won't understand it. Keeping things simple, Test DPC is for those EMMs, ISVs, and OEMs who wish to try out their applications and platforms with an Android for Work profile. Thus, a developer can check how his creation will work in a certain managed context. However, bear in mind that the creators of Test DPC warn is that it's a tool for development purposes and has not production tools, therefore, you shouldn't use this app with real data.
Users can configure a work profile, enable work applications, establish app restrictions, manage safety policies, and plenty more.
If you want to use it (and you know how and what for) but it doesn't work, don't worry because that's a usual issue. That's basically because the application isn't the proprietary of the device or profile. If that's your case and you don't know how to fix it, in Google you'll find the solution which basically has to do with getting hold of another APK from an alternative store. As you know, your Android will be exposed to more risks but there's no other option.
